    Aceh Government Bans Patterned Hijabs for Female Civil Servants and Contract Workers in Offices

    1Berita News – The Aceh government has prohibited female Civil Servants (PNS) and contract workers from wearing patterned hijabs in the office under the pretext of uniformity.

    The ban is stated in Circular Number: 000.1.12/1116 regarding the official attire of ASN employees and non-ASN employees/Contract Workers in the Aceh Provincial Government, signed by Acting Governor of Aceh Achmad Marzuki.

    The circular regulates the attire worn by Civil Servants (ASN), Employees with Job Agreement (PPPK), and contract workers on Monday, Tuesday, Wednesday, Thursday, and Friday.

    Specifically for female ASN/PPPK, they are not allowed to wear floral-patterned hijabs and must wear plain ones on those days. Additionally, the hijab colors are also adjusted according to the working days.

    For example, on Monday and Tuesday, the hijab must be plain khaki without any pattern; Wednesday to Friday, the hijab should be black.

    For women, attire must be modest, not tight, should not depict body shape, and should consist of long-sleeved shirts and long skirts with pleats at the back.

    The Acting Governor of Aceh in the circular also aims to demonstrate the distinctive and uniform identity of ASN in the Aceh Government as a means to build esprit de corps.

    “In order to demonstrate the distinctive identity and uniformity of ASN in the Aceh Government as a means of building esprit de corps, togetherness, fostering and increasing authority as well as discipline in the execution of duties,” reads point number 2.

    The circular also regulates the color of daily official attire (PDH) for PNS/PPPK, which is khaki, and for contract workers, it is cream.

    The use of official attire is exempted for ASN in units performing public services or certain others, such as the Satpol PP, medical personnel, forestry police at the Aceh Forestry Office, and official duties at Ministries/agencies.

    Furthermore, field officers of the Aceh Disaster Management Agency, Aceh Transportation Agency, the environment of the Investment and One-Stop Service Office (DPMPTSP), and security guards.

    “It is expected that each Aceh Work Unit (SKPA) immediately adjusts the use of official attire in accordance with this Circular and can strive for its procurement according to the financial capabilities of the upcoming Aceh Government,” reads point e.

    The circular is also copied to the Minister of Home Affairs, the Minister of Administrative Reform and Bureaucratic Reform, the Chairperson of the Aceh Regional Representative Council, and the mayors/regents throughout Aceh.

    The basis of the circular is Minister of Home Affairs Regulation Number 11 of 2020 concerning ASN official attire in the Ministry of Home Affairs and Regional Governments.

    Meanwhile, the previous Circular of the Governor of Aceh numbered 065/4879 of 2016 regarding official attire is revoked and declared invalid.

    CNNIndonesia has attempted to confirm this circular to the Acting Governor of Aceh and the Aceh Government Spokesperson, but has not yet received a response.
